Russian residents on Kunashiri Island in the Northern Territories cleaned up the cemetery for former Japanese islanders who are unable to visit for grave visits due to the suspension of exchange programs.
北方領土の元島民などによる「北方墓参」や「ビザなし交流」などの事業は、新型コロナウイルスの感染拡大やロシアによるウクライナへの軍事侵攻の影響で中止され、再開の見通しが立っていません。

このため、ことしも元島民たちが船の上から先祖を供養する「洋上慰霊」が20日から行われることになっています。

国後島では、先月中旬、ロシア人の島民たちが墓参りに訪れることができない日本人の元島民たちのために墓地の清掃作業を行いました。

作業が行われたのは、島の西岸にある墓地で、ロシア人の島民によりますと、草刈りを行ったあと、消えかかっていた墓標の「ハッチャス墓地」という日本語の文字を日本人から提供された資料を参考にして復元したということです。
The work was carried out at a cemetery on the west coast of the island, and according to Russian islanders, after mowing the grass, they restored the fading Japanese inscription Hatchasu Cemetery on the gravestone by referring to materials provided by Japanese people.
ロシア人の島民の男性は、NHKの取材に対し「隣人である日本人が墓参りできない状況だということは理解しているので、できることをやっている」と話していました。
A Russian island resident said in an interview with NHK, I understand that our Japanese neighbors are unable to visit the graves, so Im doing what I can.
日本政府は、領土問題を解決し、平和条約を締結する方針を堅持して交流事業の再開に取り組む方針ですが、ロシア政府は、ウクライナ侵攻後、平和条約交渉を中断すると一方的に表明し、制裁の解除が先に行われるべきだなどと主張しています。
The Japanese government maintains its policy of resolving territorial issues and concluding a peace treaty, and is working toward resuming exchange programs. However, the Russian government has unilaterally announced the suspension of peace treaty negotiations following its invasion of Ukraine, and insists that sanctions should be lifted first.
