Using AI technology to create obscene images or videos of children, so-called sexual deepfakes, and providing them to others is prohibited in Tottori Prefecture. On the 30th, a bill to revise the ordinance, which newly includes the imposition of an administrative fine as a penalty for violators, was passed in the prefectural assembly.
ことし4月に施行された鳥取県の改正・青少年健全育成条例では、AIの技術で作成された県内の子どものわいせつな画像や動画を「児童ポルノ」と規定し、その作成や他人への提供を禁止しています
In April of this year, an amendment to Tottori Prefectures Youth Healthy Development Ordinance went into effect, defining obscene images or videos of children in the prefecture created using AI technology as child pornography, and prohibiting their creation and distribution to others.
一方、罰則はこれまで定められておらず、県は違反者に行政罰を科すことを盛り込んだ条例の改正案を県議会に提出していました
On the other hand, penalties had not been established until now, and the prefecture had submitted a proposed amendment to the prefectural assembly that included imposing administrative penalties on violators.
条例案では違反者に5万円以下の過料を科すとした上で、画像や動画の廃棄や削除を命じるとしています
The proposed ordinance stipulates that violators will be fined up to 50,000 yen and may be ordered to dispose of or delete images or videos.
従わない場合には、さらに追加で5万円以下の過料を科すほか、違反者の氏名を公表するとしています
If you do not comply, an additional fine of up to 50,000 yen may be imposed, and the names of violators may be made public.
条例案の採決は定例県議会の最終日の30日行われ、全会一致で可決されました
The vote on the ordinance bill was held on the final day of the regular prefectural assembly meeting, the 30th, and it was unanimously approved.
こども家庭庁によりますと、日本では「性的ディープフェイク」を明確に規制する法律はなく、自治体の条例で作成などを禁止し、罰則を設ける事例は「聞いたことがない」としています
According to the Children and Families Agency, there are no laws in Japan that explicitly regulate sexual deepfakes, and they say they have never heard of any cases where local ordinances prohibit their creation or impose penalties.
改正された条例は、ことし8月上旬に施行されることになっています
The revised ordinance is scheduled to take effect in early August this year.
