台湾の議会 立法院では、議員にあたる立法委員113議席のうち、最大野党の国民党が52議席を持ち、野党が多数を占めていて、少数与党となっている民進党の頼清徳総統は厳しい政権運営を強いられています
In Taiwan’s parliament, the Legislative Yuan, the Kuomintang, the largest opposition party, holds 52 of the 113 legislative seats, giving the opposition a majority. As a result, President Lai Ching-te of the Democratic Progressive Party, now a minority ruling party, is facing difficult governance.
こうした中、国民党に批判的な市民団体がリコール=解職請求の賛否を問う住民投票に向けて有権者の署名を集め、台湾の中央選挙委員会は20日、必要な数が集まったとして、国民党の議員24人を対象にした住民投票を来月26日に行うと発表しました
Amidst this situation, a civic group critical of the Kuomintang has been collecting signatures from voters for a recall referendum, and on the 20th, Taiwans Central Election Commission announced that the required number of signatures had been gathered and that a referendum targeting 24 Kuomintang lawmakers will be held on the 26th of next month.
台湾で大規模なリコールの住民投票が行われるのは異例です
It is unusual for a large-scale recall referendum to be held in Taiwan.
住民投票は対象となる議員のそれぞれの選挙区で行われ、リコールへの賛成票が反対票を上回り、かつ有権者数の4分の1以上になれば、罷免が成立します
The referendum is held in each electoral district of the relevant legislators, and if the number of votes in favor of the recall exceeds the number of votes against it, and is also at least one-fourth of the total number of eligible voters, the recall will be approved.
民進党は現在、立法院で51議席にとどまっていますが、多くの国民党議員が罷免され、その後の補欠選挙で新たに6議席を獲得すれば、過半数を確保できることから、リコールを通して議会の構図が変わるかどうかが焦点です
The Democratic Progressive Party currently holds only 51 seats in the Legislative Yuan, but if many Kuomintang legislators are recalled and the party gains six new seats in the subsequent by-elections, it could secure a majority. Therefore, the key question is whether the composition of the legislature will change through recalls.
