In the afternoon of the 19th, Constitutional Democratic Party leader Noda met with Nippon Ishin co-leader Maehara.

After the meeting, Mr. Maehara revealed that Mr. Noda had informed him of his intention to hold off on submitting a no-confidence motion against the Ishiba Cabinet during the current Diet session.

Regarding the handling of a no-confidence motion against the Ishiba Cabinet, there have been calls within the opposition parties to submit it in order to clarify their confrontational stance against the ruling party, and Representative Noda of the Constitutional Democratic Party has been considering it.

And with only three days left until the end of the current Diet session, Mr. Noda met with Mr. Maehara, co-leader of Nippon Ishin no Kai, in the Diet building on the afternoon of the 19th.

After the meeting, Mr. Maehara told reporters that Mr. Noda had conveyed his intention to refrain from submitting a no-confidence motion against the Cabinet during the current session of the Diet.

Mr. Maehara said, Mr. Noda is currently facing off against U.S. President Trump in tariff negotiations, so it was about not creating a political vacuum.

And he said, We will cooperate with other opposition parties where we can, expressing his understanding of Mr. Nodas response.

Representative Noda also met with Democratic Party for the People leader Tamaki afterwards and conveyed the same intention.

Prime Minister Ishiba: I cannot comment at this stage. Prime Minister Ishiba told reporters at the Prime Ministers Office, I am aware of the reports, but I do not yet know specifically how each party will respond.

He said, I cant comment at this stage.

Komeito Representative Saito: “I do not believe this warrants a vote of no confidence in the Cabinet.” Komeito’s Representative Saito told reporters, “The Ishiba administration, as a minority ruling party, has carefully built consensus with the opposition parties while working to pass budget bills and legislation.”

I dont think it is worthy of a vote of no confidence in the cabinet at all.

If a resolution is submitted, we must firmly assert that it is not warranted, and I believe there are opposition party members who will understand. We need to make efforts to have it rejected.

National Democratic Party leader Tamaki: To be honest, it was anticlimactic. National Democratic Party leader Tamaki told reporters, Representative Noda talked about three things: that they have decided not to submit a no-confidence motion against the Cabinet, that they will thoroughly work toward abolishing the provisional gasoline tax rate, and that they want to work hard in the House of Councillors election to make sure the LDP and Komeito lose their majority.

On top of that, To be honest, it was anticlimactic.

By passing a bill to abolish the provisional tax rate starting next month, I thought we should press forward with determination to make it happen, but I understand that this is the decision of the Constitutional Democratic Party.

The only party that can independently submit a no-confidence motion against the Cabinet is the Constitutional Democratic Party. The submission of a no-confidence motion against the Cabinet is permitted only in the House of Representatives, and according to the Constitution, if it is passed, the Cabinet must either dissolve the House of Representatives within 10 days or resign en masse.

51 members of parliament are required to submit it, and currently, only the Constitutional Democratic Party can submit it on their own.

Under the current constitution, there have been four cases in which a resolution was passed, and in all of them, the House of Representatives was dissolved.

Most recently, in 1993, a no-confidence motion against the Miyazawa Cabinet was submitted and passed, partly because some members within the Liberal Democratic Party also voted in favor.

In the subsequent House of Representatives election, the Liberal Democratic Party lost its majority, which led to the formation of the Hosokawa coalition government.

In the regular Diet sessions over the past ten years, except for 2020 when the spread of COVID-19 occurred, a resolution has been submitted at the end of each session every year, but all of them have been voted down by a majority, mainly from the Liberal Democratic Party and Komeito.

However, since they are currently a minority ruling party, if all opposition party members vote in favor, the resolution will be passed.
