Emergency response measures, such as evacuation and shelter-in-place policies in the event of a serious accident at the Kashiwazaki-Kariwa Nuclear Power Plant, have effectively become one of the requirements for restarting operations. On June 11, a council formed by the national government and Niigata Prefecture confirmed response measures that include procedures for snow removal in the event of heavy snowfall occurring simultaneously with a nuclear accident, as well as evacuation procedures in cases where sheltering indoors becomes impossible due to house collapse from an earthquake or other causes.
