調査報告書を
公表しました。
Last year, regarding the suicide of a third-year male student at a junior high school in Tagawa City, Fukuoka Prefecture, the third-party committee established by the Tagawa City Board of Education released an investigative report. The report recognized that the victim had repeatedly been called smelly by other students, identifying this as bullying, and concluded that being mentally cornered by this led to his suicide.
去年4月、田川市の市立中学校で当時3年生だった男子生徒が自殺したことについて、田川市教育委員会は、いじめが原因だった可能性があるとして、重大事態に認定したうえで第三者委員会を設置して調査を進めてきました。
In April last year, regarding the suicide of a male student who was in his third year at a municipal junior high school in Tagawa City, the Tagawa City Board of Education recognized it as a serious incident, suspecting that bullying may have been the cause, and set up a third-party committee to investigate the matter.
教育委員会は9日、記者会見し、第三者委員会の調査報告書を公表しました。
The Board of Education held a press conference on the 9th and released the investigation report by the third-party committee.
それによりますと、おととし6月ごろから、被害生徒が同じグループに所属していたメンバーなどから繰り返し「くさい」と悪口を言われた行為について、いじめに該当すると認定しています。
According to the report, it has been determined that the repeated instances of the victimized student being called smelly by members of the same group since around June two years ago constitute bullying.
そのうえで、いじめと自殺との関係について「精神的に追い詰められ、学校が恐怖と感じ、不登校になったと考察できる。
On top of that, regarding the relationship between bullying and suicide, it can be inferred that the person was mentally cornered, felt fear towards school, and became truant.

推測される」としています。
It is presumed that the person fell into a state of despair, believed that taking their own life was the only remaining way to solve their problems, and consequently ended their own life.
また、学校側の対応をめぐり、被害生徒と保護者が複数回、担任教諭と面談し、被害を訴えたにもかかわらず、担任教諭の認識が不十分であったことや、被害生徒の欠席日数がいじめ防止対策推進法で「重大事態」の目安とされる「年間30日」を超えたにもかかわらず、管理職も把握しておらず、学校内で情報共有できていなかったことについて、「組織として十分に機能していない状況であった」と指摘しています。
Additionally, regarding the schools response, it was pointed out that, although the victimized student and their guardian had several meetings with the homeroom teacher to report the harm, the teacher’s understanding was insufficient. Furthermore, even though the number of days the student was absent exceeded the 30-day annual threshold defined as a “serious incident” under the Act on the Promotion of Measures to Prevent Bullying, the school administrators were unaware, and the information was not shared within the school. The report states that “the organization was not functioning adequately.”
田川市教育委員会の小林清教育長は「教育委員会や学校の対応にも問題点があったと考えている。
Mr. Kiyoshi Kobayashi, Superintendent of Tagawa City Board of Education, said, I believe there were also problems with the way the Board of Education and the schools responded.
