In this House of Councillors election, a total of 125 seats, including those left vacant from the non-reelection group, are being contested. Of these, 50 seats will be chosen through the open-list proportional representation system.
The open-list proportional representation system allows voters to write either the name of a political party or organization, or the name of a candidate listed on the partys slate on the ballot paper. The number of seats won is determined based on the total number of votes received for both party names and candidate names.
And then, among the seats allocated to each party, the candidates with the highest number of votes are elected in order, but each party can also use a special frame in which candidates are given priority for election according to a predetermined ranking.
